APR means Application for Permanent Residence.

Guys,

I dont think we need to worry much on this.
If you observe the old Bulletin i dont see much difference, they have almost same matter.

This link is old one and it has latest update as 2014-12-01

No it is not the same!

In the old one it says:

"the “Eligibility CEC” decision has been set to “Passed” OR the Acknowledgement of Receipt letter/e-mail has been sent from CIO."

...and the new one:

"The positive eligibility assessment is considered to be made once the status of the Eligibility field in GCMS is set to “Passed” (or “Met” for FSWC applications submitted prior to January 1, 2015) and an Acknowledgment of Receipt letter or email has been sent to the applicant."

I totally agree with you. I'm actually a French native speaker and, I can see that we need to have Eligibility passed in GCMS :

On considère qu’une décision favorable en matière d’admissibilité est rendue une fois que le champ Recevabilité dans le SMGC est réglé à « Passé » (ou « Respecté » dans le cas des demandes au titre de la CTQF présentées avant le 1er janvier 2015) et que la lettre ou le courriel Accusé de réception a été envoyé au demandeur.

This is really bad if they don't start checking our eligibility soon ...

I don't think they were checking that - applied on August 26th or 27th, got my BOWP 3 weeks ago. Nobody even asked me about eligibility or AOR.

Eligibility passed was a requirement for non-CEC economic classes: maybe this is the same?

I called CIC in the morning and the agent told yes you need the Eligibility set to passed for BOWP.
I called again now , and another agent said , NO AOR is sufficient for BOWP. and it will be applied to only new applicants i.e on Dec 01 onwards
so not too sure at this point !!!!!! in any way this change is Ridiculous

It certainly seems that it depends on the agent you get. The one I spoke to yesterday was absolutely sure that it would only apply to new applicants from December 1 onwards. I wonder what answer I would get if I called again now...

Please go to CIC website and search for Program delivery update – December 1, 2015 BOWP. I am mentioning this because I cant post a link here. Then open this link and read carefully and continue reading what I wrote below.

Calm down guys. If you read carefully, all they are saying is that they will hold your BOWP application and not process it until your completeness check has been made. They will approve your BOWP once your completeness check has been made and they find that your PR application is complete and eligible. If at the completeness check stage, they find out that your application is not complete, they will reject your application as well as your BOWP. I am sure this is being done to give BOWP to people who deserve it (i.e people who have submitted complete applications to CIC and who have passed initial eligibility).

Essentially, they just want to make sure that your PR application is complete and eligible before approving your BOWP instead of blindly approving BOWP for everyone. If your application has not reached that stage yet, they will just hold the approval of BOWP until they do this check on your application.

If you read your AOR (that all pre January 1st 2015 applicants received) carefully. It says the following.

So, based on my understanding, all guys who received AOR for their CEC applications should be good.

i called twice this morning and both agents replied that they cannot comment on the eligibility requirements as they are not officers and the only way to know if the new rules are in effect is to apply for BOWP.

one of them said he will send me an email with eligibility criteria for BOWP. this is what i got :


Bridging open work permit - Certain federal economic class applicants

You can apply for an open work permit if you:

Have applied for permanent residence (PR) in Canada under one of the admissible categories of the economic class and are the principal applicant,
Have received a positive eligibility assessment on your PR application or, if applicable, the Acknowledgment of Receipt from the processing office,
Are currently in Canada, and
Already have a valid work permit that is due to expire within 4 months.
For information on the admissible categories, please visit our website.

To apply for an open work permit, you must send an Application to Change Conditions or Extend Your Stay as a Worker to the Case Processing Centre in Vegreville, Alberta.

You must do this before your work permit expires. You keep your current status under the same conditions, until a decision is made (implied status).

The application is available on our website.

i was going to apply on 5th december but this new rule chaos has put me in a dilemma ...

i have not consulted any lawyer but called cic and their responses were not any helpful. anyone here if they get any pdate from their lawyer, can you please post here the response as it will be helpful..

as per cic agents, the only way to know if changes have been made or not is by applying for bowp and then waiting for the result... SO NOT HELPFUL.. :mad:
