He was August 10 BOWP applicant and has not still received MR.

Seems that for EE applicants, they will receive BOWP once completeness check is done; if not, their BOWP application will be put on hold until completeness check is performed. For pre - 2015 applications, one need to have both AOR and eligibility set as passed in order to receive BOWP.

The thing is that they cannot just change the rules all of a sudden. When we applied for BOWP there was not such a rule on their website. We paid all the fees and planed our lives based on that application.
This is ridiculous!

I strongly believe that this applies to only EE not for pre 2015 cec applicants. My first suggestion to you call to CIC and talk to them . next find a lawyer and appeal the decision. you have 90 days to restore your status , NO NEED TO LEAVE CANADA till then. I am hoping that they will approve your BOWP if you appealed.
If this is the rule , i hope no one in this forum(many ppl) will NOT get BOWP as all of our Eligiblity status are either NOT STARTED or In progress.
mine is In progress from past 20 months. Applied for my second bowp in Sep third week and should see what happens

I need urgent help. I applied for CEC PR in June 2014. Last month I received 2 years extention on my closed LMIA based work permit(Qubec) so I have WP till Jul 2017. But I lost job today, am I eleigible to apply for BOWP ?

I do not think you can apply for BOWP if you have a closed work permit which is valid for longer than 4 months.

Why don't you try in EE route ,based on LMIA you would be getting ITA next round & PR before your BOWP approval comes...

May I ask a question? Senior plz help me to figure out..

If the BOWP got rejected and person is under the implied status. What is the next step? The person has to quit job right away and leave Canada at the day he received this decision?? I am very nervous about this.. I am Sep 2014 CEC applicant, my PGWP just expired in December and I have applied BOWP in Aug 2015, and haven't got anything yet. If my BOWP is rejected due to the new rule, do I have to leave Canada right away?? Thank you..

I am very nervous.. It is unfair that most of us have stable job and we have been filing taxes, working hard, making contribution to Canada.. And now we have to suffer these difficulties...

Guys, Just wanted to add few questions after reading the above:

It is clear that my BOWP got rejected because the eligibility in my GCMS notes is not set to "passed".
My question is how come did they issue me a BOWP last year in 2014 for the same PR application ?
If they have changed the rule then when did they change this before Aug 20th 2015 or After Aug 20th, 2015?

I have not applied for a new/initial BOWP, I have applied for extension of the same BOWP as the decision on my PR application is taking longer.

the new rule has been came out on 1st dec,2015 but no one knows when it implemented?
 
then why the f**k did they implement the rule to applicants who have applied before Dec 1st, 2015??
