bowp online process

Hi mates,
I tried applying for BOWP online today, and first it lead me into the questionnaire, after answering the questions it displayed that I am eligible to apply for Temporary resident Open work permit OR Temporary resident work permit. I selected Temporary resident open work permit and it asked few more additional questions and at end it displayed a personal check list code but It says BASED ON YOUR ANSWERS YOU MAY BE ELIGIBLE TO COME TO CANADA AS A STUDENT.
I already reside in Canada with a closed work permit and I tried only to apply for BOWP but it shows like you can come as a student. Iam highly confused. Does anybody knows the online link for BOWP and supporting documents to be attached. Please help.

If you have applied under the CEC program and have received your AOR, you have to answer "yes" to questions that ask if you have received a positive selection decision...

I gave yes to that question. It showed me You are eligible for Temporary open work permit. But after selecting that it showed me that you can apply as student
