No, you do not need an LMO for BOWP.
I submitted my application online and there was no checklist. I guess because it has control over making you upload the forms/document relevant to your situation, there is no checklist required. It wont let you submit the application until everything is uploaded.

So, what did you choose when it asks about your LMO?

I put No for the LMO.
Check your questionaire again. Make sure you are answering that you applied for PR and have received a positive eligibility. Those are the relevant factors in determining you dont need an LMO.

I have received AOR so far. Did you answer "Yes" to this question:

"Have you been told by a Citizenship and Immigration Canada office that you are approved in principle for permanent residence in Canada?"

I wonder what is your answer for this one: "How long are you planning to stay in Canada?". Is it permanent or more than 6 months? I don't know if it even matters. My answer is permanent.
 
I guess my other question is: Do you apply for "Work Permit (in Canada)" or "Open Work Permit". "Open Work Permit" only shows up when I answered "Yes" for the following question:

"Have you been told by a Citizenship and Immigration Canada office that you are approved in principle for permanent residence in Canada?"

You need to answer yes to the eligibility question, otherwise it will tell you to have LMO.

And permanent.... you applied for permanent residency right??!

For BOWP you need to select Open Work Permit.

Sent on 1st april, approved on 13 may, paper received in hand today

Congarts to all who have received their AORs and BOWPs. I am currently on closed work permit and its an LMO exempt. I applied CEC and CIO received it on April 23, 2013.
Please let me have your thoughts about my confusion, here is my question:

a. Do I need to pay fee if I want to apply BOWP once i get my AOR regardless of my present work permit which is LMO Exempt? (i want to look for another job or resigned from my current job thats why i am planning to apply BOWP)
b. What to include in the explanation letter that you need to submit when applying BOWP?

Hi...

1) Yes, the fee for the BOWP application is $150.

2) You don't need to include an explanation letter if you have received your AOR already. If you haven't, and you want to apply anyway, you can write in the letter that you are awaiting your AOR and that you expect to receive it soon. However, I don't recommend doing this unless you really need to. Also, check out the rest of this thread for helpful tips on the BOWP application.

Applied April 6, 2013 with AOR and explanation Letter
Received May 22, 2013.
CEC Filed Jan 21, 2013.
AOR Received February 27, 2013
