I hope I am not being stupid here, please bear with me.

Question: LMO expires In Jan 2014. Can I apply for a BOWP, or does my employer need to get
me a new LMO?
This assumes that I will not have gotten my CEC PR application in BEFORE January.
Trying to cover all bases.

You don't need an LMO for a BOWP, in fact quite the opposite - if you intend to apply for a BOWP, do not obtain a new LMO. The rules in operational bulletin 485A say that your current permit must be within four months of expiring, AND you must not have a new LMO that could be the basis for a new work permit application.

1. If you aren't applying until Jan/14 you won't receive your AOR before your work permit expires. If your work permit expires, you aren't eligible for a BOWP. So your employer should be applying for a new LMO now. That if might be cutting it fine with the new advertising requirements.

Sorry, this is confusing. Did you mean your work permit expires in Jan 2014, or did you really mean LMO? If you meant LMO, please explain your current status in Canada (work permit or...?)

If your work permit expires in Jan 2014, and doesn't get AOR by then, you cannot apply for BOWP (AOR takes about 1 mo and half as of now from the date u apply)
You can let your wp expire and not work after that, or apply for LMO right away and renew your work permit as a closed work permit and update the info with cic after you get AOR.
The choice is up to you.
If you want to get BOWP, you need AOR approved BEFORE Jan 2014, which means that you need to apply for CEC RIGHT NOW.
 
It's possible to apply for a BOWP without AOR, provided that your AOR is issued before they start processing your application (this is what I and others have done). But even in that scenario your timelines do not look great.
