both husband and wife married in Pakistan and divorce in Canada

My brother and his wife is Pakistani by birth and they have spend 12 years in Pakistan after marriage . My Brother has went to Canada Alberta two years before with his wife and two children and one child has born in Canada. His wife don't want to live with him and put a false case of domestic violence against him in an anger my brother has given him verbally divorce but it is not in written form. The Islamic council of Alberta said to him that they will provide him a divorce certificate. How this certificate can be registered in Pakistan. Pakistani laws for divorce has been changed can anyone help in this regard.

1. It is not valid in Canada. Your brother is resident in Canada, he will have to get a divorce in Canada for it to be legal.
