BIRTH CERTIFICATE IN NATIVE LANGUAGE

Hi,
My wife is my dependent and we have an issue with her birth certificate.
Is it OK to not submit her birth certificate and submit some other document (passport, school leaving etc) as proof of birth? Is a birth certificate mandatory for Indians.
Secondly, her birth certificate is in Gujrati. I guess i will need to get it translated. Is there any specific authority that needs to do this translation? Will a notorized copy suffice?

Birth certificate is mandatory for all applicants.
get this translated in french from French Society India , they do certified translations , and these are accepted by CIC.
