Biometrics required for dependents under 14?

Guys, I'm about to pay the online fees for family sponsorship paper application(spouse and dependants outside Canada). I have 2 dependants under 14, according to these sources, they don't have to provide biometrics: 1) https://www.canada.ca/en/immigration-refugees-citizenship/campaigns/biometrics/facts.html (click on exemptions),

But they are required to provide fingerprints according to this tool: https://www.cic.gc.ca/english/visit/biometrics.asp

Please help, I'm confused
