Biometrics for Indians submitting application in Jan 2019

I received ITA on 10th Jan and might submit the application in Jan 2019.

Do we need to go for biometrics prior to submission of application or post submission.

If it's mentioned in your check list then yes. I submitted my application on Jan 9th for December 19th ita and didn't have any request for it before submission as per my check list.
