Now I am applying for study permit visa .. but unfortunately I forget and lost my old UCI number for vistor visa which was refused that happened before 2 years ..Do I need to do biometric again for my current visa ???, knowing that I had already done it before two years ago... and also I changed my passport in the new application

Your were refused earlier. You need to give your biometrics again.

and also I changed my passport in the new application

You must declare your TRV refusal + your previous passport details when you apply for a study permit
