Why Canada will suffer big time? You are talking about quality immigrants? They are selecting quality applicants with this system. Its not for everyone as it used to be before express entry. This time they are really looking for qualify applicants and only quality applicants getting ita. The system is good and productive. Quality is not easy to gain it needs hard work, and pr is only given to hard workers this time. They need young, qualified and mid career experience with high standards of English ability. This is the perfect profile for cic. They wont suffer but their it will raise their ecomony.

Actually, the quality of immigrant has gone up. In the past, immigrants helped to bring down the quality of life for Canadians.

The country had a lot of immigration, contributing to a significant demographic change.

Table 1 shows that between 2001 and 2008, Canada's population increased by 2.315 million of which 1,380.4 thousand or 60% is due to net external migration (immigration from abroad and emigration by resident Canadians and recent immigrants).
With any population increase, land prices rise, traffic goes up, etc., but immigration tends to concentrate this increase due to immigrants generally not being infants. They bring their wealth with them, and go looking for jobs, something that disproportionately affects the younger generation:

They can't simply invite more immigrants to compensate, because it won't work:

In 2006, this dependence ratio was .20, which means that there were 20 retired Canadians for every 100 taxpaying workers. At this ratio, tax revenues have been roughly equal to payments and, if the ratio were to be maintained, there would be no more deficits in the future.

Their crucial finding is that the rate of immigration would have to rise sharply after 2006 from the present 0.7% of the population to 4.8% in 2012 and remain there for about a decade. Thereafter, the levels could fall to a low of 2.0% of the population because of the large number of children born to Canada's baby boomers that will be in the labor force at that time. After 2038, the level would rise again sharply to about 4.3% of the population.

The implications of these rates of immigration for the absolute numbers of immigrants are staggering. There would have to be more than 7 million immigrants in the year 2050 alone.

You think the system is crappy - it's actually a very carefully designed system, and working exactly like it's intended to. Select for people who are very well qualified, get them processed quickly. The new changes make it harder to game the system, and don't give any special bonus to students - either in terms of points, or in terms of half credit. They can track everyone coming in and out, and the upcoming changes to P/R card travel rules ensure that if you violate the terms, you can't come back. If your children are born out of the country, they may not get citizenship.

This is a Canadian immigration system, designed to meet the needs of Canadians. If you want to come, earn enough points. Those who won't, or can't, will need to look elsewhere. The Canadian government has to serve the interests of the people who fund and vote for it.

I agree with you. With this system Canada is either getting quality immigrants that they need or they are getting immigrants which already have jobs(which is again good for the country as immigrants would not become liability on the system).

The process, though, is little crappy and could be more transparent.

How could the process be much more transparent? They announce their targets, and the draws depend on who ends up in the pool, as well as how the LMIA applications go. They don't control how many employers will request LMIAs, or who (and when) the provinces decide to hand out invitations.

Not necessarily. Many who have jobs in Open work permit can't get enough points to pass 450 "glass floor" and many who don't have jobs manages to get enough points (Not necessarily helpful for job hunting) to get immigration status.

Keep in mind, CRS points does not directly related to occupations

It would be more accurate to say that they attract people who have jobs, and aren't taking them from Canadians. Being on an open work permit or PGWP simply means you (or your spouse) passed some classes. For many PGWP holders, their jobs would have gone to Canadians if foreigners hadn't taken them. Can you understand why CIC doesn't want to give points for that, or further punish the Canadians by then giving the person who took their job P/R?

If the immigrant isn't taking a job, their employer can get a LMIA, and they don't need 450 points on their own.

I actually understand what shyam was saying. First and foremost CRS is a bit biased, at least in my opinion. CRS is giving way too much points on arranged employment/provincial nomination alone (imagine points coming from that is 50% from the total CRS). It doesn't really give much credit about your age, work experience, credentials, and high standards of English as what you are saying as these factors are just given a few points.

In my honest opinion the ones that will suffer are those Professionals in other countries (BS degree holder like Engineers, Nurses, Accountants, Doctors, ITs, etc.) We can't really expect Canadian employers to hire Professionals outside their country as they have very high Educational standards (this is why we are subjected to ECA). Therefore these professionals will suffer from a very low CRS, but let me mind you that these are the ones that are highly educated, highly experienced, has the ideal age, and have excellent English. These are the ones who can really work well in whatever circumstances.

Canadian employer are more likely to hire employees outside Canada on a work that requires not much of an education. As you can see some other programs don't even need ECA and requires pretty low language tests. Therefore, you can't really say that by doing this EE pool you can find the best applicants around the world. Some of them are scored 700 to 800 plus, which means without arranged employment their score based on credentials are pretty low.

How do they suffer? If they get an ECA, they do much better from the education points. The points required stay around the 450 point range - my wife got an ITA with a Masters and only a couple years of work experience.

Suppose we take a 25 year old IT worker with a Bachelor. For the FSW criteria, with great english, that's 24 points. 21 points for education brings us to 45 points, 3 years of experience (graduated from a 4 year program at 22) gets us 11 points for 56. Add in 12 points for age, and we're at 68, a pass without even considering arranged employment or adaptability.

Now, let's look at CRS:

110 points for Age. 120 points for education, bringing us to 230. 136 points for English, plus another 25 points for Education under skill transferability. 50 points for foreign work experience, and that gets us 75 points for transferability, or a total of 441.

Someone like that would have gotten an invitation for the Ontario PNP. Suppose they wanted to get a regular ITA - how would they do it?

They could find an employer willing and able to get an LMIA. That would get them to 1041. Or, they could get accepted by a PNP (of which there are a number, and some of them permit applicants to establish ties through things like exploratory visits) to get the same score.

Suppose that's not an option. What else can they do?

First, they could go get a one year diploma in something. Added to their Bachelor's, this brings their score to 474. Problem solved.

What else?

They could learn some French. Get to a CLB7, and 12 more points (453) can be had, along with an ITA. Learn it well enough, and the score goes to 465.

How else?

Come to Canada as a student in a one year program, get the PGWP, and go get a year of Canadian work experience. When you're done, your score is 514. More than enough to get an ITA.

It's not automatic, but a foreign worker "that are highly educated, highly experienced, [have] the ideal age, and have excellent English" can get Permanent Residency if they are willing to work for it.
