Am I getting less points for the transferability ?

CLB 7, with 1year CWE and 3 years FWE, I used to get 100 points for transferability but now seems like only 75 points.

I have two or more degrees.
1 year CWE
3 years FWE

I used to get 100 points, but now it looks like paragraph 24 was removed???

Combination of Canadian work experience and foreign work experience

24. (1) The points that are to be assigned for a combination of the Canadian work experience and foreign work experience of a foreign national are the following:

(a) 0 points, if the foreign national has no foreign work experience, regardless of their Canadian work experience;
(b) 13 points, if the foreign national has one or two years of foreign work experience and one year of Canadian work experience;
(c) 25 points, if the foreign national has one or two years of foreign work experience and two or more years of Canadian work experience;
(d) 25 points, if the foreign national has three or more years of foreign work experience and one year of Canadian work experience; and
(e) 50 points, if the foreign national has three or more years of foreign work experience and two or more years of Canadian work experience.
 
Skills Transferability changes

1. Level of foreign education & Language

a. 13 points for post secondary credential (1 year or more) & CLB 7 or higher in all areas with one or more areas below CLB 9.
b. 25 points for post secondary credential (1 year or more) & CLB 9 or higher in all areas.
c. 25 points for 2 or more degrees/Masters/PhD & CLB 7 or higher in all areas with one or more areas below CLB 9.
d. 50 points for 2 or more degrees/Masters/PhD & CLB 9 or higher in all areas.

2. Level of foreign education & Canadian work experience

a. 13 points for post secondary credential (1 year or more) & 1 year of CWE.
b. 25 points for post secondary credential (1 year or more) & 2 or more years of CWE.
c. 25 points for 2 or more degrees/Masters/PhD & 1 year of CWE.
d. 50 points for 2 or more degrees/Masters/PhD & 2 or more years of CWE.

3. Level of language & Foreign work experience

a. 13 points for 1/2 years of FWE & CLB 7 or higher in all areas with one or more areas below CLB 9.
b. 25 points for 1/2 years of FWE & CLB 9 or higher in all areas.
c. 25 points for at least 3 years of FWE & CLB 7 or higher in all areas with one or more areas below CLB 9.
d. 50 points for at least 3 years of FWE & CLB 9 or higher in all areas.

Maximum possible points on Skills Transferability remains 100 (max of 50 in each section).

Can't really do much more for you if you don't state your educational background.

I think you miss something.

Paragraph 24 was not saying removed, the new one from this : http://www.gazette.gc.ca/rp-pr/p1/2016/2016-11-12/html/notice-avis-eng.php#na1
is just Amendments, if anything is not mentioned that means old section should be the same as before.
Consequently, paragraph 24 should be still available. Am I right?
