There's some evidence to show that over 4K applications were delivered before 10am. See:

UPS's 1000 & FedEx's 1000 are guesstimates, isn't it? We do not have some solid info suggesting the numbers are 1000, isn't it? For example, Metro Mississauga, definitely had 150 applications or so.

And I think Purolator's 700 did not make it before 10AM?

Yes - some are guesstimates. We also now know the VW Express number in the table is wrong. It should be 700+ rather than 150.

Based on the evidence, it does sound like Purolater didn't make it there by 10am. But who knows...

Just to add - I personally think the 1,000 guesstimates for UPS and FedEx are probably on the low side since they are major courier companies that many people would have picked. But that's just my guess...

As you said you were there between 8 am and 10 am and purolator was not there that time and as per the following link, this guy said there was no lineup around 10:12 am and purolator customer service was saying that the guy is in the lineup. Does it mean purolator came after? mine was delivered around 9:45 am through purolator

Yeah - something doesn't make sense about the purolater story. Either they were there well before 10am and were someone missed by our observer. Or the 9:45 delivery times Purolater is quoting customers aren't correct. I guess we'll know for certain once credit cards start being charged...

Do they stop accepting after they reach 5000 or would they still accept the delivery ?

CIC normally accepts ~7000 applications and then stops taking new ones. CIC keeps an extra stack for incomplete application packages among the first 5000 (missing form, using old form, missing original signature, wrong payment, NOA not provided etc.). I can't give you the link right now but I read it somewhere (the ministry claimed this).

even if people observe things, doesn't mean whatever they see is ABSOLUTE. And no way can be fully accurate.
Why was the OP even near the CPC-M facility anyway?
this thread can create anxiety for new applicants, so please don't treat it as 100% accuracy.
Pretty sure CIC has a method to deal with all mail received.

Remember there will always be people messing it up by having incomplete applications, which will be returned, even when it was first in line.
Gotta wait for CIC's response.

Although I did not use Purolator myself, but I did enquire about their services in some detail. They offered 2 types - same day delivery and 9am delivery. The same day service is what they offer within a specific geographic area but behind the scenes, they outsource it to local carriers for last leg of delivery. Way bills and all carry Purolator name, but the guy who makes the end delivery is the local courier guy who does not drive a Purolator van or wear Purolator jackets, and these seem to be the one's that got delivered on time before 9am yesterday. The real "9am delivery" service on the other hand is an end-to-end Purolator service which seems like got delayed due to missed connections etc.

I think for sure Purolator disappointed this time to all of us who used them and it won't be surprise if they lied about the time.

Bcoz someone yesterday said that when he went there in the afternoon to see what's going on in CPC -M he saw Purolator guy going out from parking lot so obviously they lied about the time and there was no line up but maybe when Purolator went there in the morning to deliver they might have saw the lineup and left without delivering and came back after...just my personal thought I maybe wrong.

Also guesstimates for FedEx and UPS around 1000 each doesn't look good to me bcoz they might be low maybe around 500 each.
Bcoz Purolator was the biggest hit last year so most of us used them over FedEx and UPS thinking they will do good but in reality they didn't so there 700 packages looks the most for any big courier company who delivered on jan 4th.

My guess is

700 Purolator plus 50 same day service so 750
UPS and FedEx 500 each so 1000

Other local companies

Happyroad 700
VW 500
Messenger 150
all other maybe 750

Totalling 3850 so around 4000 total for the first day. ( just my own calculation and hopes bcoz my package got delivered this morning)

Even I had a case open with Purolator and I got call from them at 12:30pm MST so that is 2:30pm EST and the guy who I was talking to was from Missisuga and he said that our guy just delivered the packages and if your shipment was in that 700 then it has got delivered we will call you back to let you know if it was there or not (which was not bcoz it got delayed in missed connection).

So I'm not saying that Purolator delivered at around 2:30pm but yes maybe around noon time bcoz that statement by someone who said he saw Purolator truck in the afternoon going out from parking lot makes sense to me. Anways even if it was noon time those 700 applications will be in CAP.

From what you wrote, I'm guessing you used the 9am delivery service?
That's what I used too - part of the 9.43 batch.

What time did you get the call about the delivery before 9am?
