Before or after Hearing, any difference?

Good day

A colleague is tired of waiting for Hearing date and is considering withdrawing her application to leave the country and apply for other programs.

The questions is will it be better for her to leave now and apply for other programs (eg aipp, rural northern program etc) or wait for after her Hearing and leave if negative.

She asks because if he latter is the case, will her refugee refusal affect her ability to apply for other programs?

Not PR but yes for other temporary permits and visas. If she is ready to withdraw she is clearly not in fear for her life and should probably abandon her asylum claim since it will be unsuccessful.

If she waits until the hearing is negative before leaving Canada, she will need to go through the ARC process to be able to return which will take additional processing time and require additional fees.

What's ARC process about? Will it affect her even if she leaves voluntarily (ie not deportation)
