What does an applicant need to fill out for the following question in IMM 5669 form, if the applicant has been denied L1B Visa for united states of America :
“been refused admission to, or ordered to leave, Canada or any other Country? ( YES / No)”.

The answer is yes, then you included explanation of refusal.

He/She was denied a visa to the US which falls under question 6d, so that will be "Yes". However for 6e, he/she was not refused admission(e.g. you get to the border and are refused entry) nor ordered to leave(deportation or departure order). So it Would be "No" for question 6e.

I have been denied L1B visa one year back.

so can u now tell.. whether it should be Yes or No..?
The answer is No. Being denied admission is not the same as being denied a visa. Denied admission is when you have a visa and you show up at the border and, for some reason, you are not allowed to enter the country. There could be many reasons for that. The border office doesn't believe that you will leave at the end of your allowed stay. The border officer suspects you misrepresented information on the visa application. etc etc

Here is IMM 5257E: www.cic.gc.ca/english/pdf/kits/forms/IMM5257E.PDF

Under Background Information, question 2b is "Have you ever been refused any kind of visa, admission, or been ordered to leave Canada or any other country?

You were refused a L1B visa - so it will be "yes". As long as any one(or more) of the three scenarios apply to you, you have to say "yes".

Question 2c now asks you to provide details if you answered "yes" to 2a or 2b - this is where you explain you were denied a L1B visa, the date and the reason given for refusal. You can attach a copy of the refusal letter.

I don't see what is confusing. Were you refused a visa or not? That's your answer.

The only difference is on IMM 5257E, they lumped it into one question whereas on IMM 5669, they are broken down into two questions( 6d and 6e).

Thanks for reply ! Confusion as u can see is I am getting mixed reviews. For some " been refused admission to, or ordered to leave, Canada or any other Country?" means refused admission at the time when u enter . you got visa but u are refused to enter the country and is deported.
So that wants confuses me..

you are throwing in too many terms again - refused entry and deportation are not the same thing.

To answer your original question: "Have you ever been refused admission" - Answer is "NO"
