1- application received on October 29th 2012
2- start processing on Feb 13th 2013
3- test on July 17th 2013
4- oath on October 15th 2013

Congrats on a most impressive timeline...trend seems to be post Q312 applications that are routine get processed real fast indicating the existence of a 2 tier system where Q1 2010 - Q4 2011 applicants especially if at/post test RQd are in the slow CIC backlog lane. The real test would be statistics on the latter applicants withdrawing and re-applying with mechanistic RQ (re-application) being discontinued other than for residency concerns.

I think it is mainly because his application was processed by an experienced Visa Officer so there were no complications.
