No you usually can’t volunteer while waiting for restoration. You can’t do any volunteering that could be paid work. What type of volunteering do you want to do?

You can, but only in a volunteer role that a person would not normally be paid for. So it's fine to volunteer at a church for example. However volunteering at a business where people are normally paid for the work done is not allowed.

Not all volunteer jobs at a church would be allowed. For example you couldn’t offer to clean for example.
