It's generally very difficult to convert a visitor visa to a work permit. It's a common agent scam to say this is easy. It is not. You need to find an employer who is willing to give you a job offer and that employer then generally needs to get an approved LMIA which takes many months. It's usually very difficult to find employers who will go through this process.

How long it takes to get PR after finding a job and securing a work permit depends on many things. It's impossible to say how long this might take for your friend.
