BC PNP Nomination Certificate (paper based) timeline

I received my BC PNP-ITA last Feb. 2017. My application (which i paid 700CAD) was confirmed last March 2017. Its been 10months since my my application was accepted and until now I did not received any email from them if my application was approved?or rejected? How long does it take to get a Nomination Certificate for paper based applications?
