BC PNP a scam?

Guys i have been hearing from people that getting a job offer while sitting outside Canada is like winning a super lotto.. it is that rare!
so my question is - why Canada has PNP program in its one of the main provinces - British columbia - with a very skewed requirement of job offer in place??? How will this happen?

You may be right about the part that getting a job offer from outside Canada is a very tedious task, but BC PNP is useful for students and college graduates who are working in BC and want Canada PR. So its tough to be eligible for it but its definitely not a scam.
