Bank Statement

Please, I 've been accepted into one of the colleges in Canada for an advanced diploma program, I 've already paid one semester fees and the VO in Ghana refused my application twice in 2018, my uncle is my sponsor. I want to reapply another time into the September 2019 term , on the bank statement he had $65,000 as at March 08 and now the current balance on the statement is $27,000.
Please do VO considers the available balance or the history of the account?
Any advice?
