no it is not like that - i wrote about my refusals in my cover letter that was originally attached with visa application but missed out on my application form . hope u understand what i am trying to say.
If the ban has already been issued, then the chances of turning it over are very low. If you want to try, you will need to hire an immigration lawyer in Canada to represent you.
