Backlogs Considered Or Not For Study in Canada?

Hi All,
I am graduated in Electrical Engineering , did my B.Tech (Bachelor Of Technology, 4 Year Degree Course) from India also known as Bachelor of Engineering (B.E.) in some countries.

Now I am planning to continue my further studies in Canada.
But one immigration agent is telling me that you cannot go for canada, because you have too many backlogs.
Is he swindling(be-fooling) me?

Are Backlogs are taking into consideration during visa giving process ???

Backlogs ARE considered if you want to study in Canada. You need to submit individual semester memos, so that they could check for number of backlogs, consolidated memos are not accepted.
