Background request..10th time application sent

So we submitted our application anf we just received a letter from the immigration requeating us to submit a police certificate. I am a canadian citizen and my wife is syrian. She lived most of her life in syria so she requires a police certificate from there..and family membera? Doea that mean her parents sister etc? Or is that applicable just for her and we

I am really confused this is all new to me. Also in the end do you need a valid passport for pr? As her passport expires and the only place we can renew is in syria but there is a risk sending the passport a

Also what stage is the application at when the background information is requested ? Does that mean the sponsor is approved or has the application been approved? I am really lost.

Please note i have submitted the application 10 times for the past 2 years and thry keep sending thrm back missing something from our end..so we dont know what stage we are now
