just asking a few questions out of curiosity...
what exactly constitutes the background checks?
when we say the visa office is doing background checks, does it mean they are checking the authenticity of employer reference letters by calling employers? or is this about performing the security and criminal checks?
who exactly does the background checks? the visa office where you submit your full application or some other canadian agency working on behalf of CIC?
who calls the employers? any admin guy from the visa office processing your application? or the immigration officer himself responsible for your file?
for those of you who've been through this stage successfully, did your manager tell you what conversation he had with the immigration officer when the immigration officer gave him (your manager) a call about you? :)

regards

All of the above.

Many local VOs hire private companies to conduct background checks. They contact employers, they verify the authenticity of the documents supplied by the applicants and examine for inconsistencies and items that may require further examination.

There are also security and criminality checks which I believe are conducted by the VOs themselves but I am not sure about that. They include cooperation with authorities in the places where the applicants have lived as well as examination of security databases such as those maintained by INTERPOL and the governments of Canada and probably its allies as well.

Thank you for the input, could you please through a little more light on how the reference letters are verified? do they contact the individuals who signed the letters. Please advise if you could.

Why are you worried about the reference letters ? If you had the position and whatever is written on it is accurate, who cares who they call ? They can call to the Human Resources Manager , the person who signed the letter or any other superior officer. If they have concerns about it, you will be asked to submit paystubs and contract.

Thanks my concern is, my boss might leave our company by the time they get to the verification phase. So i wanted to know what they usually do in case they fail to contact the person who signed the reference letter. Thanks!

They may ask for the personal number of the boss , who signed.

Being this the case, submit paystubs and contract. If your boss leaves the company, the HR department keeps records of your job or the new person could confirm you were/are employe in the claim position. CIC needs to confirm employment , they don't ask about performance.

CIC request business cards for the person who signed the letter, not for their personal contact information. The field investigation requires to verify employment with the company you worked for. If they call and they realize you had a diferent position, salary or job duties, then you are in trouble.
