When does the background check begin for outland? Is it done in mississauga or the local VO? How long do they check eligibility for?

Background check starts after eligibility check (basically check that the relationship is genuine) is complete and passed, as well as after medical test is passed. It is done by many agencies, including CSIS, Interpol, NASC, Database Checking & touch-base with Local Police.
If you mean the background check by "how long do they check eligibility for?", it depends on the person. It is different for everyone. Typically it takes anywhere from 2 months to over 1 year and if they suspect the person may threat the security of Canada, it may take several years!.

It says theyve been reviewing eligibility for more than 3 months now so just wondering when that ends and when the background check starts. We submitted the medical and pcc upfront

I think they started showing the background check in progress straight away after SA for applicants whose apps went to Mexico after mid-January. The theory is that they started processing the background check in Mississauga, hence after I received SA on March 3, my GCKey account was showing "Your background check is in progress ...." and I never saw the message "Next step is to conduct a background check". However, I don't know for sure and if this is the case what exactly they have done for 3 months now and we have not gotten any requests for another PCC from Canada, which I was expecting if they are to complete our background check. Our eligibility also changed to in progress at this time, and is still showing this. Again, I don't know where they are at with that either. Our last correspondence from the VO was on May 26 when we got the email for AOR2. However, on May 4 we saw a fourth line on our eCAS that indicated "We started processing your app on May 4", meaning that was when they opened our file finally at the VO.

As Sneaky said, the only way to know what is really going on is to order GCMS notes. It seems that this is a new procedure they are starting, probably to help them process the apps according to the new standard of completing processing of 80% of the apps within 12 months. So I think not many people out there know what might be happening with the background check since it's a new thing.

My plan is to wait until the end of the month to see if I get any requests, if not, I'm ordering the GCMS notes at the end of this month.

Hopefully you hear something from them and won't have to go this route.

I havent gotten the email but its been almost a month since ecas shows we started processing your app. Gckey says next step is to conduct background check

Our vo is UBER slow. Im with you if i hear nothing by end of month im ordering notes!!!

You are lucky. We didnt attempt at a visitor visa.... he works out there and wants to do so until he comes here.
I met my husband here in canada. Hes a pro baseball player. Visa was approved in less than 24 hours as he has a lot of travel history. Now we are pregnant so hoping he can get his pr before baby is born so he can work lol. I couldnt imagine doing this without him. Where is your husband located?

I thought usually what happens is that they do the eligibility check first and it will say next step is to conduct a background check. Then when eligibility check is done, the background check goes into progress. However, ours has been saying background check is in progress for 3 months, so I thought they had made a mistake. But when I asked what this means, someone in the February 2017 thread told me they heard that they recently started processing the background check in Mississauga before it gets to the VO. I am kinda confused as to what is really going on, that's why I am going to order the notes. But I think I will give it another month, as it's only been a few weeks since they started processing in Mexico. That way, it should show something in the background check after 2 months, I hope, in case they really didn't do anything in Mississauga.

I also don't understand when they send out the AOR2. It seems that you got the "we are processing your app" message around the same time as me but you haven't got the AOR2 email yet. Someone else said it took them 2 months to get that same AOR2 email, so it's a good thing you checked your eCAS. Maybe it depends on what officer is processing your app.
