Background Check for visitor visa

Hello

I got a tourist visa(in 2018) and label was stamped on my passport, but the embassy emailed me after 3 month: not to travel to Canada because it's the background check of the case.
My status in profile was first Approve but then changed to submitted.

I have been waiting for an answer for more than 2.5 years and my tourist case is undecided.

The embassy always tell me that my case is in the Background Check.

Is this a long time normal?
what should I do?
Apart from the embassy, where can I follow up?

This is not normal. Order your GCMS notes to see what's going on. They must have found something in your background check that is causing concern.
