Background check completed before eligibility

Hi everybody,
I am sponsoring my husband (outland) and we have completed all steps except PA eligibility, which seems odd as most people are waiting for the background check to finish and not eligibility. I was wondering if anyone has experienced the same... hoping this doesn't mean anything and I'm just overthinking.

Applied: Feb 11, 2025
BIL and MIL: Feb 2025
Sponsor Approval: Feb 2025
ADR: early May 2025
Background Completed: late May 2025
