Back to Canada after TN visa... Car question

I was on a TN visa for over 10 years, and am now moving back to Canada. I own property and will be renting it out, but I will reside in Canada. Can I maintain my US plates, or do I have to import my car and transfer everything back to Canada?

1. You have to export the car first. http://www.cbp.gov/trade/basic-import-export/export-docs/motor-vehicle
2. Then you will have to import it to Canada, have a copy of the recall letter, make any changes required, have it inspected: www.riv.ca
3. If the value is over $10K you will have to pay taxes and duties on the value over $10K http://www.cbsa-asfc.gc.ca/publications/pub/bsf5087-eng.html#s1x4
4. Once imported, you must register it in the province where you will be residing.

In regards to answer 3. I believe he can import the car duty / tax free as he was residing outside of Canada for 10 years. A returning Canadian after that amount of time would be treated much the same as a new immigrant would, correct? The rest of the information I agree with though.

Nowhere in the CBSA information does it mention a person outside Canada for 10 years is exempt.
