You are assuming that you will be allowed into the country as visitors long enough before the birth and to stay on for a period after the birth ? If CBSA at the border are aware intent as visitors is simply for giving birth then whilst not illegal they could worst case decide inadmissable if no proof of funds to support a birth or any misrepresentation about purpose of visit..
