Can anyone tell me what the procedure for applying for ARC is when you have a passport that doesn't require a visa? The visa application is not needed, is it? and finally I didn't see where the papers have to be sent? Is there an email or an address?
Why do you need an ARC? Do you have a spousal sponsorship application in process?

My family and I lived in Canada for five years until 2008, and we had applied for citizenship while there. In 2008 we were denied citizenship and moved back to Serbia where we live now (but we have Croation passports with which we wouldn't need a visa). We then found out that we were classified as deported from Canada and would need an ARC to return to visit my grandparents and mothers family who live there and are citizens. My mother would like to go to Canada and visit her family but we couldn't find any detailed information about he process, that is which documents we need to send and where. And also if you know, because she would be traveling with a passport which doesn't require a visa, when should she apply for the eTA? after the ARC is answered or during the ARC application process? Thanks a lot in advance!

So how did you find out you were considered deported? It seems you left out of your own free will, or was there a removal process before you left? You could try to just apply for the ETA, it doesnt cost much and if there are any problems with your admissibility they will let you know. Here is more info on how to apply for the ARC.

We did, we left on our own, we weren't removed nor did the government pay any expenses for us when we left. My sister and I tried visiting our grandparents when we were minors about five years ago and they stopped us at the border and told us that we were counted as deported and would need ARC the next time we wanted to come. They let us visit with a special permit then, but we had to pay a huge fine.

I've read the link that you sent even before asking these questions but what was unclear to me was that is seemed strange that I would only need a copy of my passport, pictures and the written letter to send to the embassy. It seemed kind if informal without any other forms or applications so I was wondering if anyone here had some experience in a similar situation.

I take it you got either a deportation order or an exclusion order back in 2004. Their request seems pretty self explanatory though, you write a bit of why you lost status and why you were deported, you can write about why you need an ARC now namely sponsorship/provincial nominee, maybe talk about work experience and or eeucation you have done in th mean time.
ARC process can take up to 3-6 months feom what i read on the forum, after you get it it could still take a couple more months to finish to get PPR.

I have a question. Cic sent my a letter requesting repayment of removal expenses, but I haven' even applied for or paid for the ARC application as yet. Anyone knows if my arc has been finalized? I also have an interview on February 21, 2018

I submitted my application in October 2016. This waiting time is killing!
Yes, i do think they are at the final stage of processing your application, after the ARC stage they should be about finished.

It probably is a good sign. It could also be that they want to ensure they receive their revenue ahead of time, regardless of the decision. But I pray that it is because your almost done...Frustrating having to guess about everything though.....

I read that they only ask for repayment only if u have an approved ARC. I guess we'll find out the answer in 4 more days. Ugggghhh, this can drive a person insane.

I was given 17 days to pay and send the letter not even 30 days as some people claim. Any one knows why??
