Got a "ready for visa" e-mail yesterday in the evening.
My time line is:
AOR - Aug 16,
Medical passed - Sept 6,
IP2 since OAR, no updates on file after "medical passed".
CEC inland, one dependent, non-IT NOC.

Yes, you're authorizing CIC to release your application related information to the provider. It's the standard practice if you're not in Canada

The agent says that " The background verifications are currently being reviewed "
What does this mean exactly?
Is it the same as background check being in progress or something else?

CIC website shows the message for going under maintenance on Jan 15, 2019 from 03:30 AM till 05:30 AM EST. Does that mean we will have huge amount of PPR being showered on all of us who are waiting desperately?

AOR - Aug 7th, CEC, Inland.
I believe I am in IP2. I submitted BOWP on 14th October. No progress on either of these applications. Raised a CSE for BOWP. Got response that the case officer than been notified about BOWP application crossing the processing timlines (69 days). Called them up two days later. They said PR application is being reviewed and eligibility “seems to have been met”.
With regard to BOWP, they said officer than been notified by the agent and it could take about 2 weeks before I see any progress. Is this common? Does PR have any bearing on BOWP?

They're reviewing your background checks, security, info sharing and criminality and next is decision on your file.
I would say yes. In some way PR application must be linked to BOWP in my opinion. But that's just speculation.
