Please tell me is it mandatory to start the PR process with attorney evaluation, what is attorney evaluation.

No it is not mandatory to start the process with an attorney evaluation. As long as you have all your documents and filled in your application correctly there is no need for an attorney.

For some people an attorney gives them peace of mind and makes the process a little easier. The hard work will generally still be done by you but at least you will not waste any time doing something unnecessarily. Having an attorney will not mean that your application is processed quicker once you have submitted it to the CIO.

Others like myself do the whole process on our own (well with the help of this forum of course).
