Well, that's not how it works. ATIP = Access to Information and Privacy Act. GCMS = Global Case Management System. ATIP is the provision or the law that allows an individual or corporation to make a request regarding their file/application to a government organization. GCMS is the system that IRCC uses to store and process information about various applications. GCMS notes = The details of your file stored in the GCMS system.
They used to take 30 days but now, it can take up to 2 months or more because of the volume of requests and also possibly because of the reduced staff.
There are no pros or cons. Applying for notes will not affect your application AFAIK.

You can apply under the Privacy Act and not pay the $5.If you apply under the Access to Information Act, you'll have to pay $5. Both give you the same details, there's no difference.
