Asylum in Canada after rejected claim in other country

My friend applied asylum in UK 20 years ago but voluntarily withdraw that claim and return to India, now he is in usa and want to claim.asylum in canada at border under geniune reason, would his past history of UK would affect his claim at Canada border?

That might affect him sine he went back home and now he wants to claim again, on what you call genuine grounds so did he lie the first time? sounds like your friend is not in any danger to me, but just an opinion what is his grounds for asylum?

or just claim in the US first Safe country why cross over to canada.

Why doesn’t he apply in the US? Asylum sealer are suppose to claim in the first safe country they enter.
