1. Depends on your education, work experience and language skills. Express Entry is the federal program.
2. According to past documents it may open up to outside applicants in 2027. Requirements are on the IRCC website.

That is what I said in point 2. HSWP is quota based. This year it was only open to Canadian workers and in past documents, it may not open to those outside Canada until 2027. So you have LMIA and person is in Quebec?

The reality is there no easy pathway especially as a visitor in Canada.
