Are there chances of getting PR?

I have 3 years bachelor degree in animation design, & years of work experience in the game design, age is 24. and IELTS score is 7, eligibility score is 69, and have relative in Canada. i would like to know how much % chances are there to get PR with this stuffs in hand.
