Are results of medicals sent to IRCC by Dr, or applicant?

Hi everyone,
Thank you for your help.
My nephew has a study permit application at the moment. He is applying for a program in health, so he has to do medicals right away. He has the forms as ir as requested in his application form.

My question is,
when results are out will he sent it to IRCC or DR, will have to send results to them.

The results will be sent to IRCC directly by the medical panel where he had done medical
