are police reports included in background checks?

if someone makes a report against someone but it didnt go further, and the file was closed will that be included in backround checks?
if yes, would it have an impact on the person application?

Possibly. It would depend on what the report is.

If you were arrested as a result of the report, you should have declared it under the question that asks if you were arrested.

This is just an example. Im not using names so no assumes its them.

BIRD and DUCK are in a relationship, and have a nasty breakup. They get in a argument about a tree. Both are on study visas.
(BIRD )threates that he will ~FALSELY~* accuse (DUCK) of plucking his feathers so he can get charged by the police with assault.
Then DUCK files a police report of what BIRD threatens to do.
No charges are laid. The police takes the report, and closes the file because they reconciled
Will this report still show on BIRD'S background check?

It may. It won't show up as a charge or arrest if there were no charges nor arrests.
