Are PNP (OINP) PRs? Does getting nominated for PNP means you got your PR? What are the restrictions in PNP as compared to EE?

No, getting nominated doesn't mean you are a PR. Once you are nominated, you have to submit the full application and then wait for that to be processed. Once the application is processed and approved and the COPR is issues, you then become a PR.

The nomination is just one step in the process (an early step in the process).

While waiting for it to be processed, if we get eligible for EE, can we apply for it?

Sure, you can also apply for EE.

Since PNP (OINP) is province based, if I get my COPR from the PNP nomination, is it same as getting COPR from EE application? Or if I get my COPR through PNP, I need to apply for EE (when eligible) to be able to work / stay in other provinces apart from Ontario?

How does it work?

like if a person apply for EE,will the provinces offer the applicant For the PNP??

Or based on the points the application will move either EE or PNP?
