Are A-levels considered part of secondary education or post secondary?

For any British or Caribbean folks out there. When filling out your forms did you have ur A-levels or CAPE as part of your secondary education or as an additional post secondary education?

Any advice would be appreciated. ;D

In British system schools, it's part of the secondary education.
