No, not everyone will get such a request. It seems that those who have a name that is "common" will get RCMP request. The thing is that CIC will do a "name-based" check. If there is someone with your name and has a record, then they cannot figure if it is you or someone else. Therefore, they will ask you to go through a "finger-print".

What you generally use in ECAS? such as client id or application number.

Didn't use application number, client id worked just fine for me.
