If you're talking about the initial application, as far as I can see on the timelines of some of the people here in this forum, then they charge your credit card first before they look at your papers

I don' think that is the case but I can be wrong.
They probably assess you especially if the point you claim meet information you provide.
This may be the reason very negligible number of applicants are rejected after having their cc charged.
Rejection after cc being charged could probably be only due to errors in minute details that were overlooked.
Although I do realize this is just a speculation and no opinions are definitive!

I've been asked to submit the below list of docs

• A copy of this letter with the reference number above
• Application for Permanent Residence in Canada [IMM 0008]
• Schedule 1: Background/Declaration [IMM 0008 SCHEDULE 1]
• Additional Family Information [IMM 5406]
• Use of a Representative [IMM 5476] (if applicable)
• Schedule 3: Economic Classes [IMM 0008 SCHEDULE 3]
• You must submit all documents required by the visa office
