Some 23,000 Confirmation of Permanent Residence have been issued since Canada introduced coronavirus travel restrictions in March 2020.

Valid Confirmation of Permanent Residence (COPR) holders can complete their landing in Canada as of today, June 21, 2021.
The Government of Canada made the announcement this morning at 10 AM Eastern Standard Time (EST).
In its announcement, the Canadian government said that the COPR must be valid for an individual to travel to Canada to complete their landing.
Immigration, Refugees and Citizenship Canada (IRCC) is working with expired COPR holders to reissue new COPRs.

A COPR is issued to those who have been approved by IRCC to immigrate to Canada. This means the individual has met IRCC’s program criteria, paid their fees, and passed health, security, and criminality screenings. With a COPR, they can travel to Canada to begin their new life.

However, a total of 23,000 COPRs, according to Canadian government data, have not been able to travel to Canada since March 2020, when the Canadian government imposed coronavirus travel restrictions.

Up until today, only those who held a valid COPR issued on or before March 18, 2020 were exempt from Canada’s COVID-19 travel restrictions. Those who got their COPR after March 18, 2020 could only come to Canada if they met one of Canada’s other travel exemptions or were a resident of the United States and were moving to Canada to settle permanently.

Canadian government: Do not travel to Canada if your COPR is expired
The Canadian government noted that more information on when and how to obtain a new COPR will be posted shortly on IRCC’s website.

It stressed that anyone with an expired COPR should not book their flight or attempt to travel to Canada until IRCC issues a new COPR to them.

COPRs are valid for up to one year. They are tied to the applicant’s passport and their immigration medical examination. Many individuals have been unable to travel to Canada due to coronavirus disruptions or because they do not fall under one of Canada’s travel restrictions. This has caused their COPR to expire. They will not need to go through the immigration process again, however they will need IRCC to reissue a new valid COPR to enable them to travel to Canada.

Now one question remains. Are they finally gonna issue "NEW" PPRs for thousands of people who're waiting with %100 approved files since the end of 2019 because of travel restrictions?

Backgrounder
Immigration remains crucial to addressing Canada’s longstanding demographic challenges and labour market shortages, and it will be a vital part of Canada’s post-pandemic economic recovery. Starting June 21, 2021, any foreign national who holds a valid Confirmation of Permanent Residence (COPR) may travel to Canada.

Under the previous rules, foreign nationals who held a valid COPR issued on or before March 18, 2020, were exempt from Canada’s travel restrictions. Those who held a valid COPR issued after March 18, 2020, could only come to Canada if they met another exemption or were coming from the US to settle permanently in Canada.

Helping applicants with expired and expiring COPRs
A COPR’s validity, which can last for up to one year, is tied to the applicant’s passport and their immigration medical examination. However, many applicants were not able to travel to Canada before their COPRs expired due to the travel restrictions or other COVID-19 related considerations. Immigration, Refugees and Citizenship Canada (IRCC) has been working with applicants who were already exempt from the travel restrictions to reissue them a COPR. For applicants with expired COPRs issued after March 18, 2020, more information on when and how to obtain a new COPR will soon be available on IRCC’s website.

Individuals whose COPR has expired should not book flights or attempt to travel to Canada until they receive a new COPR from IRCC.

Safe and gradual arrival of new permanent residents in Canada
The Government of Canada’s top priority is the health and safety of Canadians. All people travelling to Canada, including those approved for permanent residence, must comply with the COVID-19 health measures and requirements upon arriving in Canada. All travellers must follow the flying to Canada requirements checklist or driving to Canada requirements checklist.

The changes to the travel restrictions complement the temporary pathway to permanent residence for those already hard at work in Canada, to ensure we continue to have the labour force needed for our economic recovery. While permanent residence applicants in Canada will help bolster our more immediate labour market needs, successful applicants abroad need time to make arrangements and uproot their life before coming to settle in Canada, particularly in our current environment where many may not feel safe to travel right now. By allowing more time for reasonable numbers of new immigrants to settle in Canada and begin their integration, we can better prepare for Canada’s economic future.

Permanent residents are also likely to have supports in place once they arrive here—family members, supportive employers and resettlement agencies for refugees—and the means to ensure they comply with public health measures.

Definitely. It's only a matter of time before they do that too.

Can someone suggest where to reach out in case one cannot travel. My COPR is expiring on 29th June and there is a flight ban from India. Plus a week is quite short notice to travel.

I am inland applicant got PR approved on 7 January, 2021 and then travelled to india. I hold a valid copr which is going to expire on 27 july, 2021. I applied for PRTD too but unable to get stamp on passport as vac’s are closed in india. Is it possible to travel with just a valid copr and passport or any other travel authorization is needed. I asked the airline(Air canada) too. They sent me link of IATA to check which documents are needed. Its say passport is needed for sure and for visa it say this

If you are from a visa exempt country, you can travel with your passport and COPR. However you aren't from visa exempt country, you will need a PR visa or PRTD

hey, did you end up coming to canada? I'm in canada with a valid COPR and also need to go out of the country and come back. My PR card is still not here and I cannot wait for it... Just need some insight
