I heard due to Covid-19, IRCC is taking longer than usual time to process PR. What is the usual time these days to get PPR email ? I heard someone submitted the profile on Nov 4 and still no PPR. Is it a possibility that somebody who submitted profile later got PPR email first in comparison to the one who submitted earlier.

Yes, processing times are delayed due to COVID-19. IRCC has said to expect that all applications will take longer than six months to process.

Yes, it's certainly possible for someone who applied later to get PPR first. Each application is individual and various steps can take longer or shorter for different applicants (e.g. security check, background check, etc.).

where did you heard that "all applications" will take longer than 6 months? All applications mean also all temporary work permits ,e.g. Global Talent Stream which is a 2 weeks processing temporary work visa ??
