Applying to universities after COPR

Good morning guys, I have a question.

My PR application is in IP2 stage (AOR 30th Oct). I am hoping to get my PR soon.

After I get my PR visa stamped on the passport, can I apply to Canadian Universities for Masters course with PR status or do I need to first land in Canada, only then can I be eligible to apply with a PR status?

Any advice is highly appreciated.

You have to do your research on the universities you're interested in. Search international tuition fees exemption.
