Hello,

I currently live in Quebec and I have already applied for PR under Express Entry (FSW). However, I have also received an invitation to apply to PSTQ. For my FSW application, I wrote a letter declaring my intent to reside outside of Quebec. If I decide that I do actually want to settle in Quebec, how could I move forward? Could I simply withdraw my application for FSW and proceed with the PSTQ application? Are there any specific time pressures on this?

It's better to go with EE than Quebec. EE takes less than 6 months comparing to more than 6 months to get the CSQ and 11 months to get the PR. You can move to another province and move back to Quebec after you get your PR.

You can eventually move back to Quebec but if you do relatively quickly that could be considered misrepresentation.
 
Not as soon as you get PR, wait for at least half year or even longer that you can. A lot of people do that because the constitution protects the right to move freely. Some people got their PR from PEQ and moved outside Quebec after serval years; they are all safe now.
