Hello, I am writing this thread on behalf of someone who is interested in the working holiday program.

She is a Japanese citizen who is studying as an international student at a Korean university. She wants to apply for the working holiday visa on the next intake and was wondering if she could apply for it in another country different than the country of her citizenship, which is Japan. Would residing in another country be a concern when applying for the visa? Thanks.

It will state on the IEC website when you click Japan>Working Holiday visa the requirements. Some countries you must be living in your country of citizenship. So go on the IEC website.

Unfortunately she needs to be residing in Japan. She cannot apply from another country.
