Hello! I am a Colombian citizen living in Panama with a permanent resident ID. I want to apply for a study permit, but, my permanent resident ID got expired. I applied for a renewal 3 months ago, but immigration offices in Panama are having some delays because of Covid-19... so I wont be getting my permanent ID any time soon.
The problem is, I got accepted in college, which starts in January, so I should have applied by now, but I think I should include my permanent resident ID in my application.
What should I do? Is there a way to explain to the Visa Officer that my PR ID is being processed? Can I apply without sending it? Or is it obligatory? Please, help.
