Applying from a country different from Citizenship

I really need some help regarding my study permit. I'm from Iran but I live in Malaysia with a valid visa. I want to apply for study permit. I know that the office in Ankara is responsible for Iranian citizens and it seems a wiser choice to apply there. However, I'm very confused how to fill out the IMM1294E form. Can I write Malaysia as the current country of residence, and choose Iran as the country where apply?
